The really weird thing about the criteria though is that they amount to fairly radical transparency moves in some cases - public CBCR, publish tax rulings, register of *all* (really??) trusts etc... But if a country meets them the highest rating is "moderately secretive"?!pic.twitter.com/wINsbP2KkK
