Can we tell yet?

A significant issue is that a starting point that they are not, based upon an assumption that they should be paying more makes reaching an alternative conclusion very difficult.

On the other hand beating up on the one (non extractives/ banking) company to publish so much doesn't encourage others to put head above the parapet
