why do tax justice campaigners see publishing tax policy as a win? Isn't that privileging processes not outcomes (ie. tax paid)?
Yes, but also supply chain labour initiatives at least have clear foundations (ILO stds). Tax abuse/fairness criteria beyond compliance #taxmantra are undefined - but everyone thinks that they are!

Forgot about the
#taxmantra. All discussions seem to end with the mantra
v
"right tax at right time by right people in the right place according to where value is created."

True, there are ILO standards, which many nations have signed up to. But perhaps similarly with tax, there is a global collective action problem, & race to the bottom. https://papers.ssrn.com/soL3/papers.cfm?abstract_id=2894453 …

But struggle to see what's going on inside
So report management processes & systems (not the stuff that matters).
None of this tackles the
incentives driving non-compliance (in labour/environ)
So abuses persist.
