      Public controversies over tax affairs of businesses tend to fall into the #taxmantra cycle. Biz gets criticised. Biz says “we pay tax according to the law”. Critics say “we don't think its moral/fair”. There are no clear criteria, so debate is frustrating & confused

      Idea of @Fairtaxmark is attractive –clear criteria and kitemark. Announcement on AMT Coffee makes much of contrasting AMT (a ‘fair tax payer’) with Starbucks (presumably not a fair tax payer?) and suggests this would make it a ‘natural fit for public sector procurers’.

      But what is it that AMT that has done which is good? It has a v.short published tax policy http://amtcoffee.co.uk/about/fair-tax/  which is less than the standard UK gov requires for larger companies.       It looks like a lot of points are for the normal disclosures of a UK Ltd company. Then there are points for country by country reporting. AMT breaks its accounts up into UK and ‘rest of Europe’. But you have to cross reference with the website to work out this means Ireland!

      why do tax justice campaigners see publishing tax policy as a win? Isn't that privileging processes not outcomes (ie. tax paid)?

      I think that's the core challenge w this. Everyone thinks they know avoidance. But its hard to define (see AMT/ Cafe Nero discussion) Zero tax could be a fair outcome (if making a fair loss). So focus has been on transparency metrics- but that just kicks the can down the road.

          The big ask of the FTM is voluntary country-by-country reporting -- which is easy to comply with if you only operate in 1 or 2 countries. So in practice (I think) only one UK firm w international operations (LUSH) has done it so far.

          FTM have not yet developed a template for foreign owned companies. But underlying assumptions are that transparency provides anyone with enough data they can use to judge if company is paying a fair amount of tax.

          giving a kitemark to a company that chooses to publish a doc doesn't seem like a win to me. Zero gain. Doesn't change practices?

          I agree. Standardising metrics & disclosures can be worthwhile (see @GRI_Secretariat @CDP @EITIorg @IATI_aid etc...) but misleading to consumers to give a 'fair' kitemark if what is really meant is 'transparent'
