      My understanding is that none of them are tax experts, and that was a deliberate choice. That may explain why have come up with a proposal that has serious legal problems.

      That may be true in the sense of *legal* experts. Zucman is one of the leading researchers on tax evasion, though. And Stiglitz, in his former life, has had a huge impact on the economic theory of taxation. (In any way, the negligence of legal issues is astonishing.)

      That is fair. And one of their number looks like a tax compliance specialist. But - whilst I don't want to be one of those people over-valuing their own expertise - it seems strange to have human rights lawyers on the panel but no tax/trade lawyers.

      I agree entirely. Just one expert in actually applying tax rules. Who knew that Michael Gove spoke for such a broad church? ;)

      I thought that it was a conscious choice to broaden out beyond "the usual suspects". But I'd have assumed there was some wider peer review to test the assumptions, fact checking, legal aspects, etc before publication. @MForstater

      They did commission an input paper on options that was commented on by at least one tax lawyer.           Interesting the unitary AMT idea is barely covered in the input paper - looks at domestic AMTs in Pakistan, Guatemala, Hungary thats all. Maybe it was a last minute addition

          Earlier paper cites"formulary alternative minimum international corporate tax (FAMICT)" (@alexcobham . The discussion on AMT implies it is a poss option, and mentioned in summary (no overall recommendation, as in the Feb paper).

          That is much longer and more detailed than the recent paper. I've been meaning to compare them to look for any differences. Never found time! Maya do you have any sense that the second is essentially the same as the first? Can't see any refs to poss legal constricts on recs
