Also worth reading Martin Kenney @MKSolicitors 's blog at @FCPA on BVI's new BOSS beneficial ownership register http://www.fcpablog.com/blog/2018/2/14/martin-kenney-in-the-bvi-theres-confidentiality-but-not-secr.html … (and the conversation between them)
Much of the debate about public registers of beneficial ownership I think comes down to this point of Martin's - if X% of people doing biz via BVI (or wherever) are legit and tax compliant, is it reasonable to allow them privacy, or should they be forced to be searchable onlinepic.twitter.com/vZiJV8eKCQ
For some people the answer is 'no' on principle - the quid pro quo for using an honest person using a Ltd company vehicle should be public identification (even if this doesn't stop, but only makes life a little harder for those who are intent on committing crime) .
For others it depends on how effective the mechanism is in catching crooks and deterring opportunistic tax evaders - so the question of what % of $s is honest money vs dodgy money matters for thinking about proportionality
My guess is the situation may be somewhere between @Bakhunin @TobyQuantrill1 's worst fears and @CapEconGlobal @BVIFinance rosy picture - I should take a closer look!
Familiar stuff. You haven't been reading the 2018 Financial Secrecy Index... Some small points (Note 61 looking like wrong source a few times). But bigger Qs on how much is really dodgy and preventive. Eg Indonesia amnesty showed c$3bn in Australia. Suggests solns not tight?
Largest amounts declared in Indonesian amnesty were undeclared assets in Indonesia. And little of what was declared from offshore was subsequently brought onshore - suggesting that tax evasion not the only or main reason for being offshore?
25% offshore, mostly Singapore. Overall tax compliance picture looks dreadful. 965,983 in amnesty, about 35 million/165mn adult popn are registered taxpayers;, estd 12 million Indonesians pay their annual taxes in line with their incomes and assets. https://www.indonesia-investments.com/finance/financial-columns/tax-amnesty-program-indonesia-ended-what-are-the-results/item7719 …?
