      We have a very short history in our paper. US FCPA has long had extraterritoriality at it's core. Many studies looking at if FCPA disadvantages US companies. OECD-ABC was partially driven by US trying to push up other countries standards. (California Effect).

      So UK law (one of the strongest) isn't independent of the OECD-ABC. It is actually the goal of the OECD-ABC. Get countries to pass extraterritoriality bribery legislation.

      Yes, absolutely, and we see that with many other OECD processes: the idea of developing and strengthening consensus, urging domestication.

      Interesting if the US is the leader on other processes. This seemed like a rare case where the US was way out in front of the other countries (FCPA in 1977). But I might be wrong.

      That's certainly my understanding. The US was the leader in having strong legislation, with extra-territorial liability.
