Also, anyone familiar with the International Compliance Assurance Programme (ICAP) of the OECD? Seems like a safe harbour regime for MNEs headquartered in developed countries?

I'm pretty interested in the ICAP. I think MNEs are excited. Basically, get several tax authorities together to work on joint audit of MNEs. 16 countries in pilot project, as I recall. Only "low-risk" MNEs for now, though.
