Sol suggests a wide spectrum ranging from "facilitating serious crime to behaviour which is unethical or undesirable". I don't think it makes sense to bracket serious crime and the subjectively 'undesirable,' "in a single category

Also the confidence that the privacy of personal affairs are generally protected in all countries and laws are only ever overridden in specified circumstances in the public interest...

You might as easily call it evasion or anti social or any other label. But once you have such broad categories you still have to adopt specific counter measures. You wouldn't tackle issues of IP or PE as you would proceeds of extortion or narcotics.
