Indeed. Also not sure if FA also creates global group relief for losses (thus not taxing where value created?) Plus treatment of intangibles.

The other big issue is the strange supply chain distortion you get, with a vertically integrated business having a different overall ETR from an outsourced business.

Sure I read somewhere that FA would need to ensure outsourcing was a genuine transaction - maybe carried on at arm's length basis...

The only answer I’ve ever gotten to these points is: the current system is worse. But is it? Has anyone compared current reality vs UT reality? Or just current reality vs UT utopia?

It's a bit inconsistent as well. To me FA (and the proposed role for the UN) requires deep intl cooperation. But DBCFT is rejected because it needs cooperation between states...pic.twitter.com/GXmlK3wwaW

And because it wouldn't work for extractive industries. But this is true of FA too. Extractives need own fiscal system w royalties etc... which taxes rents locally.

ICRIT paper doesn't mention extractives but sure it was there in earlier work? CCCTB recognises various industries where FA needs special treatment.

Right. But it's also a drawback to FA. In both cases extractives need other/additional treatment. (but paper only mentions it for DBCFT)
