      If a politician asks "In a CCCTB world, what can I do to change the law for a special case that arises after CCCTB is introduced" the answer is: follow a three year process to amend a Directive. I continue to see that as a loss.

      And as I said, that’s a fair evaluation. I haven’t seen anyone do the comprehensive analysis but clearly there are benefits from the CCCTB which follow from pooling, which counter any losses as such.

      This is challenging. You would say that there is a reasonable argument that there are potentially/likely NO benefits - at all - from CCCTB?

      Bear in mind there is modelling suggesting CCCTB will reduce the tax yield once taxpayer responses are taken into account. If that's right there are negative benefits. But I must dash!

      Even if that were so, that is again only in one area. CCCTB would touch upon legislation, taxpayer behaviour, compliance costs, political procedure, courts, investment incentives, etc. etc. etc.

      Again, I stress the overall cost-benefit is difficult here and has not been done. And I may be on the optimistic side. But if we can’t identify one single potential benefit from all this, we’re really not trying at all.

      Isn't the main benefit from CCCTB, beyond anti-BEPS that it reduces tax competition- real base shifting ? This is a benefit for bigger, richer economies Germany, France etc but not for countries like Ireland and Denmark - hence why its a dead duck

          Depends on the formula but unless rates are harmonised it will surely be likely to encourage real base shifting and increase competition.
