As someone who favors quite a lot of government, I'm keen on institutions that are designed to be palatable to those they serve. Which is the reverse of libertarianism. But, sure, that's not the only thing that matters.
It doesn't quite says "corporate tax is pure bad" - it adds up all taxes paid by a biz incl corporate, labor, property, stamp duty, capital gains, vehicle etc.. if the total is over 26% of profits (for a notional flower pot biz!) then it starts to say bad (+time to comply etc..)

You are right; I had not noticed the threshold. Per David's earlier point, my Hobbesian state of nature would only tie the OECD not beat it on that dimension, perhaps.

Guess I still think DB shouldn't ignore benefits of revenue above that threshold -- as of 2018, looks like over 85% of countries choose a higher total tax rate than 26%.
