No. That number is an estimate of “illicit financial flows” (and there’s problems with it https://www.cgdev.org/blog/illicit-financial-flows-and-trade-misinvoicing-time-reassess … ) - often misinterpreted as “corporate tax dodging“ but not (NB: it’s not a tax loss # )
