Well, that graph suggest they do in both Sri Lanka and Bangladesh...? And that's just legally mandated minimum wages, not practices. You also need to cross-check with compliance, which varies considerably.
For example, in the ILO-IFC Better Work Programme in Vietnam (regular monitoring) 27% of factories are non-compliant on wages, 56% non-compliant on over-time wages. http://onlinelibrary.wiley.com/doi/10.1111/bjir.12275/full …
The ILO also has regional data on non-compliance, which you can check. Though obviously that it's very tricky to track this.

Agreed there is non compliance. But even 80% of minimum wage in most apparel exporting countries is above the $10 PPP line. Would be wrong to think of involvement in GVCs in this sector as trapping below this poverty line
Where's the data showing workers are getting 80% of minimum wage?
Also, Maya, workers have dependents. Even if a worker is earning $10.01, no poverty analysis would put them as above the >$10/ day poverty line. We'd recognise that they'd divide their income with their family.
Yes I know. Number of dependents makes huge difference to relationship between wages and individual consumption. Asia floor wage PPP$ 1181 - implies take home pay c $46/ day
Point is if jobs growing in export sector & wages higher than domestic income opportunities then involvement in GVCs contributing to poverty reduction, even if not at Asia Floor Wage level.
