I recognize (as you do in your article) that the outraged argument over the use of offshore vehicles as tax evasion vehicles is unhelpful, because it covers but one segment of the problem. However, your identification of ryg zones is a helpful framework for discussion.

I contest that not only many of the purposes of the yellow zone but also the green zone are socially unhelpful, and the privacy argument is usefully employed by tax lawyers but is a straw man - as the registers can easily be configured to protect privacy in the cases mentioned.

I agree the question is what in the yellow and green zones are socially useful or harmful. I don't think the privacy question is quite so easy. Public registers imply loss of privacy. There are trade offs & questions

Imply is not the same as 'prescribe'. As I mentioned, public registers that operate with respect for privacy are commonplace.

How is that possible? e.g. If you are a PSC of a UK co you have to be on the register unless there are ‘exceptional circumstances’ (serious risk of violence or intimidation). U cannot say 'I'd prefer to keep that info out of public domain

You're totally right to call me out on this highly contentious issue. Yet to describe full disclosure and (consequent undermining of privacy) as necessary for open registers or immutable, is misleading.

Mandatory open registers require some degree of enforced loss of privacy. I think that comes with the territory. Otherwise they would be voluntary open registers

Currently access to that privacy is only governed by wealth; as you say, subscribing to the PSC is mandatory in the UK. As the Usmanov case shows, this can hide real beneficial ownership. A clear distinction of personal privacy and business privacy needs to be made.
