This definition seems to capture lots of perfectly boring remittances, individuals earnings from work for foreign clients, a lot of trade, investment & returns - transactions that are declared to relevant authorities but not published ??
Unworkable vague. Does “use of financial secrecy” mean deliberately structured to be secret, or does include flows that aren’t reported ‘cause that’s just how things work out?
