Yes, those guys have big problems. The others will presumably look to insert local patsies as fake owners - then all about enforcement.
Won't the honest form filling tax evaders be picked up/ discouraged by the CRS and AEOI?

Second - many tax evaders are only slightly dishonest. You put money offshore, "forget" to report it, and don't feel such a bad person...
