Depends what you want your scale to measure. Usual through to unusual, or harmful through to benign. It's really two axes.
Harmful-useful to society is what im trying to get at I think- underlying is a balance between private benefit and social benefit /(cost)

I like the thinking in terms of positive to negative, rather than just neutral to negative. The challenge is that many structures combine green and yellow elements, or use yellow as a pretext. Parsing complex and subjective cost/benefit balance is then the challenge.
