But often it is argued (eg by IMF) that tax incentives don't change investment, (This makes my cognitive dissonance antenna wag)

Am not sure it's purely binary. Of course they incentives investment. But at what cost?

I'm sure u are right.Still our mental frame on impactfulness of incentives seems to switch depending on how we view activity/product itself
