CIT is blunt instrument. Cant load w objectives. Countries want to impose own tobacco taxes - better to strengthen their hand to legislate?

I’m not sure residence based tobacco tax wld be improvement. We set own laws & taxes on tobacco sales - why not other countries?

No. (1) bribery shld be tackled under bribery act/ FCPA not tax system (2) the companies are taking govs to court - not just ‘lobbying’

Tobacco tax is a highly effective policy. Not sure the case for alternative ‘tax them here’ approach through some CIT mechanism

isn't it the same as any tax to curb public bads - meat, air miles, booze. except we cant do it on their consumption.

That's the point though - those taxes are applied locally, cannot apply them internationally.
