No. (1) bribery shld be tackled under bribery act/ FCPA not tax system (2) the companies are taking govs to court - not just ‘lobbying’

So the ‘it’ that needs tackling is legal compatability of tobacco regs w treaties, laws. Don’t know enough about FCTC …
