      but those codes arent always enforced in low & middle income countries. the baby milk issue is still a HUGE problem in Vietnam, for example

      Tax is sovereign. Sin taxes are national policy. we can’t impose tobacco tax from afar.

      CIT is blunt instrument. Cant load w objectives. Countries want to impose own tobacco taxes - better to strengthen their hand to legislate?

          It seems asymmetric to be optimistic we can reform tax governance over there, yet pessimistic we can improve it here.

          I’m not sure residence based tobacco tax wld be improvement. We set own laws & taxes on tobacco sales - why not other countries?
