In abstract I think avoidance not illicit, but if avoidance appears nowhere else in SDG targets perhaps it needs to stay
Goal: "By 2030.. reduce illicit financial & arms flows, strengthen recovery & return of stolen assets & combat all forms of organized crime"

Not clear that avoidance was in there in 1st place... Fits w DRM goal more than guns, stolen assets & org crime - different issues.
