A flow in which the source and/or transaction is illegal, would be an illegal flow. Wouldn't it?

Flows have two ends. Could be illegal at one end (customs fraud - underinvoicing) but all look fine at the other, but still part of IFF, no?

Playing with words. Clearly implies "illegal".

Word deliberately chosen not to mean 'illegal', implies 'illegal'? What would a lawyer say...

This lawyer thinks we should use words that add clarity, not detract from it. The word "illicit" is often understood to mean "illegal".

Looks as if 'illicit' was adopted as a useful campaigning tag;at most a term of art. With Dan, eg an illicit still is not legal.

So: woe betide anyone who strays from the dictionary definitions of avoidance and evasion, but illicit means something occasionally used?

Conflating avoidance and evasion hinders understanding. Achieves nothing (except impressive figures and nice headlines).

And further conflating with grand corruption, money laundering, proceeds of crime hinders understanding further. What for?

No defn of Avoidance, so "illicit" faces same probs! People can define illicit as they choose but I think too broad a sweep reduces buy in.
