Still it is muddying the (important) distinction between illegal and legal activities.pic.twitter.com/W7Bx9JXtSc
"While Baker views [misinvoicing] as illegal, it is clear that much that has been labelled MNC avoidance by others would be included"
So what? if the defn is 'illegal' & someone labels a behaviour (e.g. customs fraud) 'avoidance' that does not rule it out of the definition
Also this bit. "Secrecy" is not the same thing as submitting information to the revenue authority!pic.twitter.com/whXwDK8UYH
Does "illicit" mean "illegal"? If no, then can include anything. If yes, then A. excluded? Do IFFs need secrecy? Does "secret" = not public?
1. Illicit does not mean illegal - any dictionary can confirm. Illicit includes that forbidden socially, not just legally, e.g. avoidance...
My understanding “illicit” in IFFs means flow may not be illegal - but somewhere: source/transfer/use connects to illegality (inc evasion)
A flow in which the source and/or transaction is illegal, would be an illegal flow. Wouldn't it?
Flows have two ends. Could be illegal at one end (customs fraud - underinvoicing) but all look fine at the other, but still part of IFF, no?
But would you call that legal?
From @GFI_Tweets on the etymology of illicit: “slightly less demanding than illegal”pic.twitter.com/cUkHJcUXFA
Playing with words. Clearly implies "illegal".
