      Where this goes on is customs fraud, tax crime, evasion & by definition is 'illicit flow', but this does not describe BEPs or tax incentives

      So what? if the defn is 'illegal' & someone labels a behaviour (e.g. customs fraud) 'avoidance' that does not rule it out of the definition

          Does "illicit" mean "illegal"? If no, then can include anything. If yes, then A. excluded? Do IFFs need secrecy? Does "secret" = not public?

          1. Illicit does not mean illegal - any dictionary can confirm. Illicit includes that forbidden socially, not just legally, e.g. avoidance...
