I think the costs/risks are real so needs clearer justification than ‘might be helpful’ e.g. Helpful for what? How do we know?

Right. So it would discourage "normal" arrangements that are hard to explain in public. That might be a reasonable, imperfect, outcome?

Depends where you sit. Biz might argue it's sub optimal outcome, campaign that arrangements/txs ought to be explicable. Both prob right...
