I think the costs/risks are real so needs clearer justification than ‘might be helpful’ e.g. Helpful for what? How do we know?

I think firms worries are that what they see as "normal" commercial arrangements are attacked from a basis of limited tax knowledge.

From my (admittedly mainly corporate) viewpoint, having to explain large no of normal arrangements just adds compliance cost - no benefit?
