Thanks Maya. Which mismatches are you thinking about? All agreements are two-way. But some are only reported by one part.
I was thinking of eg. the Argentina-Antigua one you mention - why does only 1 side report it? i.e. did one side say 'we don't want to know'

No, all agreements are mutual, unless some wild departure from the standards. I think it's just a matter of timing: havens report faster.
