I am at a loss to see what HR adds to a debate about whether a particular price is AL. Other than a rhetorical tool.

I don't see that claim being helpful. ALP is a measuring tool that may or may not be accurate to measure something or another.

What should be measured is part of a larger question about who contributed what to a whole, who ought to be able to make a claim.

If you can't measure something economically--and TP is done because you can't--then you may ask how the allocation is decided, who decides
