      Are secretaries, warehouse workers, call centre workers self-employed? Would seem to fail usual tests.

      they very often are, especially (although not only) when supplied through agencies.

      - Its a long time slnce I was a temp, but I thought the agency is the employer - issues P45 etc..

      sometimes employer for some purposes. Sometimes not. Rarely employer for all purposes.

      if cant set own hours, not own equipmnt etc.. case is enforcement of existing rules? Hrs worked criteria seems more arbitrary
