@MForstater Where did we say that? We point out all the time that roughly 2/3rds of IFFs are trade misinvoicing, which is commercial

@MForstater since avoidance isn't yet illegal, we can't count it as 'illicit'. We need CBCR and better tax laws to deal with these abuses. -
