@JolyonMaugham eg see http://lubwezambiafund.org  - We thought needed hospital equipment but turned out clean water more important (non tax eg)

@hselftax questions of precise scale don't matter so much. Tax campaigners are trying - and have succeeded - in pushing impt issue up agenda

@JolyonMaugham yes I agree and have acknowledged work of NGOs. But in order to make evidence-based policy, need evidence!
