@alexcobham are members individuals or their orgs? http://bepsmonitoringgroup.wordpress.com/members/  Are orgs putting in sufficient technical personpower on the issue?

@MForstater Hard to see how dev NGOs could justify the equivalent technical person power of monitoring group on BEPS, that is its value- no?

@alexcobham - If they think its important and a priority I don’t see how they can justify not having technical capacity and engaging as orgs

@MForstater It is always hard to justify policy capacity over, say, immediate relief efforts; the narrow focus of BEPS probably impossible

@MForstater Ultimately a decision re potential for dev impact: is possible scale of BEPS movement in response to NGOs > other allocation?

@MForstater Given how BEPS narrowed from initial paper to Action Plan, and power of lobbying on other side, would be pretty hard to justify
