No big development NGOs at OECD Transfer Pricing consultation today or submitted positions http://www.oecd.org/tax/transfer-pricing/public-comments-white-paper-transfer-pricing-documentation.htm …? Wondering why...?

@alexcobham are members individuals or their orgs? http://bepsmonitoringgroup.wordpress.com/members/  Are orgs putting in sufficient technical personpower on the issue?

@MForstater Hard to see how dev NGOs could justify the equivalent technical person power of monitoring group on BEPS, that is its value- no?

@alexcobham - If they think its important and a priority I don’t see how they can justify not having technical capacity and engaging as orgs

@MForstater It is always hard to justify policy capacity over, say, immediate relief efforts; the narrow focus of BEPS probably impossible

@MForstater Ultimately a decision re potential for dev impact: is possible scale of BEPS movement in response to NGOs > other allocation?

@MForstater Given how BEPS narrowed from initial paper to Action Plan, and power of lobbying on other side, would be pretty hard to justify

@alexcobham Whats the point getting ppl angry & excited, if advocacy orgs won’t step up w expertise & analysis to make implementable policy?

@MForstater Surely you're not arguing that advocacy here illegitimate if NGOs can't solve technical issues that escape OECD?

@alexcobham No I’m arguing that orgs shld put capacity into understanding serious issues & policy Qs. Outsourcing expertise a risky strategy

@MForstater and they do; but limits much tighter, I suspect, than you realise, so despite relative emphasis, absolute capacity small

@alexcobham @MForstater there is genuine willingness from some individuals and organisations to assist. W/be good to discuss how best to do?
