@MForstater yes, the analogy is *predicated on the assumption* that not using the car park creates risk e.g. pressure on local road network
@_DavidQuentin - as long as u park legally (inc. safely) whether u choose to park in car park or park & walk is not a Q of responsibility

@MForstater yes clearly on that assumption the analogy breaks down - the point is that the £5 is not voluntary, which I think you accept -
@_DavidQuentin Otherwise why all the backstory about the tourist, the attraction etc? Parking like tax is a rules thing, not a morals thing
