People can change their gender easily. (See Trans Woxmen who are male but identify as a woman and present as a woman). But people can't change their Sex, sex is immutable. To be fair i don't think this report is talking about anything other than sex. It is just says 'gender'.... In other contexts tho, eg if you talk to philanthropic donors, NGOs, many bigl companies, parts of the UN they are no longer clear & find the basic definition offensive.

Def, the meant "females". I just think it's important they understand it's better to use "sex" when talking about crimes against females. eg: "Pregnancy discrimination is a gender-based crime" is wrong, bc only women deal with this, thus it's a "sex-based" crime
