So you could give them each a couple of £ a year from private philanthropy, or up to £50 extra a year from all ODA, as direct support for bottom-up, people led development. But that is underwhelming. Its just not much money

And orgs think that they can do better, by targeting resources at some people, or some uses. Taking control away from individuals. But that always involves paying someone who earns more than the people you are trying to help by just sending cash.

And there are no reliable ways of knowing which uses are better than others. And in trying to find out the bureaucracy grows. I don't know the answer but it helps to bear the numbers in mind!
