.... when it is absolutely clear that the bureaucrats & diplomats negotiating the international document did not intend that, did not discuss it, did not think through the implications and did not have the mandate to make the two quite different things the same.
It doesnt make for good policy making or good democracy. Orgs & foundations that pursue "inclusion", "transparency" & other nice sounding one-word ideals shld not promote these word games as a short cut Stuff that matters shld be debated clearly so govs can be held to account
