A while ago I read through the debates from the time and pretty much all the issues we've been working through are anticipated. They decided none of those concerns, mostly affecting women, mattered then.

It really is an object lesson in how unless you define the terms of the discussion the nature can radically change. The point at the time was that this affected 5000 people, that being a medical condition of sorts this was unlikely to change.

Thanks. It is worth reading the debate during the committee stage to understand the GRA. They knew they were creating a legal fiction but thought the group it applied to was so small it would not matter. Warnings about unintended consequences were not heeded.
