It is a grave error to equate illicit financial flows with illegal financial flows. Some perfectly legal flows can be judged to be illicit by many people if they reflect an abuse of power in a world where power is very unequal. That is the debate that @MForstater evades.
I question whether it is meaningful to bracket flows which are (1) hidden/obscured from authorities and which *could* be stopped by enforcement if uncovered and (2) flows which as you say are "perfectly legal" but might be judged to be bad news by some people.
These seem like different kinds of problems with different kinds of solution. On the tax front have become conflated under "IFFs" largely through the power of the big misinvoicing estimates , mistaken as representing "transfer pricing".
