That guidance is clearly unworkable, particularly given changing social norms, the widening trans umbrella (hence WESC asking for new guidance). There are many transwoman who are distinguishable from actual woman, even tho they have completed a personal transition in their view

The guidance does not help the vast majority of TW who are distinguishable. And suggests life should be a series of nervewracking tests. Surely best practice for inclusion would be to provide accessible eg single occupancy options for anyone rather than to force them to use mens?
