but (devils advocate) think period poverty is a shorthand for describing poverty amongst girls and women. It exists if their families are poor but also if they are systematically overlooked in terms of access to resources within the household.

Right, and if a girl lives in a household where she is denied basic products to deal with her period she is probably being neglected and emotionally abused in other ways. Its not solved with free products.
