"Ensure everyone can get period products when they need them". How about have places called "shops" where people use tokens called "money" to get products when they need them 
And make sure that people have enough "money" to buy the things they need

Not only that. Buying tampons is relatively anonymous, low engagement interaction. Asking for free sanpro from someone whose work is to overcome the 'stigma' about talking about periods?
