Sorry Alex I don’t agree. I do not deny that bad tax behaviour exists, but the point of the research is to improve FDI methodology - it is not necessarily “tax-dodging” for a US MNC to site its EU HoldCo in NL or Lux. Happy to debate in more detail.
Fascinating that the IMF, TJN, and Council on Foreign Relations is in agreement here, but the folks who make their money helping make tax dodging look like sensible business practice are still in denial!

Using the term "phantom investment" is not a research finding. Nor is referencing the BEPS project. Where is it that the IMF study finds that investments that go through the Netherlands, Lux etc... are "really just tax abuse"?
