Of course she doesn't mean "unfathomable" as in impossible to understand but as in "we are not allowed to think about this". When an idea sets up camp in your brain and puts up barriers against thought , a public intellectual's job is to notice and break them down 
Did she not recently have her PhD thesis (and the book on which it was based) discredited because she failed to check basic historical facts about the law? Perhaps iy might be advisable for her to do some research into this issue before tweeting. Just a thought.
