I am sympathetic to his arguments and observations. and yet.. If it is being argues that life is complicated in a large organisation dealing with vulnerable people then this is equally true of social care, where many things have to be balanced.

Such organisations have to plan to balance their management resources and ensure compliance with standards. The fact it needed whistleblower suggests these weren't adequate. And if attempting big organisational changes then even more important to plan to not lose sight of stds.
