What's worrying is that implies that guiding is thought of as guiding girls to perform a certain role rather than helping female bodied children grow up into happy and good people.

I would have no issue with the WI including self identified transwomen, because the WI is about a role and an identity

I think if the governing body of a charity w legal objects "for women" also want to include self ID'ed transwomen, they should do this by changing their objects to include the new beneficiary group (thru consultation, equality impact assessment) rather than thru sleight of hand
