The old guidance undermined safeguarding by telling volunteers they should reassure of “complete confidentiality”

The new guidance has more emphasise on encouraging scouts to talk to parents, and involving them in planning together.

The old guidance says "ideally" children should use cubicled facilities of their "true gender" (i.e. shared with children of the opposite sex). It doesn't mention anything about the privacy and comfort of the other children.
