everything is referred to in relation to "genders". Sex doesn't get a look in. It jars because that's really what they are talking about: female people, not the extent to which people embody societal ideals of femininity. And it drains meaning from the analysis

The whole thing is about how "open government" (a top down initiative to make govt more transparent, accountable & participative) can really connect w citizen's concerns. But no one has asked women how they feel about being reclassified as constructions of femininity not a sex.
