What has changed? 1) - They removed the guidance to give children assurance of "complete confidentiality" if they disclose to a leader that they think they might be trans (this is a big safeguarding no no). There is more emphasis on safeguarding in the new guidance.

2) The old guidance promoted the idea that of "true gender" including saying that two year olds could be diagnosed, and normalised the idea of teenage girls binding their breasts. All that is gone.

3) The guidance is more cautious about encouraging children to transition, recognising that there can be uncertainty, and encouraging scout leaders to accommodate individual children's needs in discussion with parents, but not necessarily assume a rush to social transition.

4) There is more emphasis on talking to parents. The old guidance said with parents "if supportive", suggesting that parents are only supportive if they affirm that a child should adopt an opposite sex identity.
