That's the way definitions work. The definition of woman does not include male people. This does not preclude treating people in the way they want to be treated in many situations, wherever sex doesn't matter.

Delightful thing about language is it can be in all sorts of different ways to identify what you're talking about. Some women's issues affect all who present as female, some affect all with uteruses, some affect all with breasts. Life is complex, language can cope with that.
